When exactly does a raid happen relative to cards turning face-up and the first player changing?
The game's designer answered this directly on BGG (2013). The rulebook is consistent with the answer.

Between rounds: discard excess goods, move the Robber to the Raid card and resolve it, then flip the face-down cards and pass the amulet. The rulebook's step order reads slightly differently, but the designer confirmed this sequence.
