Can I end up with no tribe markers, for example if all my Targis share a row or column?
The game's designer answered this directly on BGG (2013). The rulebook is consistent with the answer.

Yes. Markers go only on intersections of your own Targi lines, and placing your Targis in one row or column can leave you with none. This is legal, if rare, and you simply take only the Targi actions.
