In what order are figures' actions resolved in phase 2?
The rulebook says each player takes all their actions in turn and chooses the order.

The first player takes all actions for their figures first, then the next player clockwise, and so on. Within your own turn you pick the order of your figures' actions freely. One German-rules description of location-by-location resolution conflicts with this and is not supported by the English rulebook.
