Do I have to buy the card or building I placed on?
The rulebook says a player who cannot or does not want to pay takes back her figure.

No. If you cannot or do not want to pay, take your figure back and leave the card or tile where it is. Only those two purchases are explicitly optional in the rulebook; other actions, such as the Hut's extra person, are generally treated as automatic.
