Can you attack a capital ship sitting in the galaxy row, and how can it be removed?

You cannot attack it: it has no target value or reward. Only card effects can remove it, such as AT-ST. A capital ship removed from the row goes to the galaxy discard pile, and while in the row it does not protect anyone's base.
