If I scrap a ship or a base is destroyed, do I keep the Trade or Combat it already gave me?

Yes. Trade and Combat go into your pool when gained and stay until spent or until the Discard Phase, even if the card is scrapped afterward. Scrapping adds the scrap value on top. Unspent Trade and Combat are lost at end of turn.
