For Scenic Route, which blocks need roads next to the beach?
Every block next to the beach cards must carry road, and a park touching a beach must be covered by road-bearing blocks. Judge it on the beach cards themselves, not an imaginary coastline. A long road that misses one adjacent block does not qualify.
