Does the Peninsula card need both a north and south beach?
The designer answered both parts.

Normally both exist, since the beach cards give two top shores and one side shore, and a shore cannot be covered. If the Peninsula is printed on a card that makes this impossible, it is likely a misprint: play it between the east and west beaches.
