What happens to venom when the poisoned crew member is at 0 health? Is the damage passed to someone else?

The venom token has no effect while the crew member is at 0 health, so its 1 damage is not redistributed, but the token stays on them until an ability removes it (a doctor-type ability, for example). The designer said a line was missing from the rules. This is a designer ruling that departs from the general overflow rule on p. 8 (damage beyond health must go to another crew member), which would otherwise suggest redistribution.
