Level abilities are permanent and are not locked by command tokens, so Rafael can use Protect each time its condition comes up and its cost is paid; whether it can absorb a whole attack at once is unsettled, with one reply reading it as one use per attack. Patch Up restores health to another crew member, so the equipped character cannot heal themselves with it, though that is the posters' reading, not an official one.
