The non-active player pays 1 command and the crew member takes fatigue, as in any challenge including Travel and event tests. A Low Morale crew member costs 1 more command on top, even in solo play where the base cost is zero. If the story restricts a challenge to one crew member of a non-active player, no command is needed.
