How many fatigue can a crew member have, and how are the two fatigue tokens used?

Two at most, and a crew member with 2 fatigue cannot take part in challenges; Captain Odessa's level card is the exception that lets her hold three. Place two separate tokens, the first blank side up and the second on its -1 attack side, so a saved game shows the fatigue count. Each token counts as 1 and removing one fatigue removes one token.
