Sleeping Gods
Are old event cards reshuffled when a new event deck is built, and where are the rules for it?
The publisher points to the storybook for the rebuild rules, and several players agree discarded events do not return.

No. Discarded events leave the campaign for good and the next deck is built from unused events as the storybook instructs. The rules for rebuilding, and for discarding equipped ability cards, are in the storybook after the end-of-deck paragraph, not in the main rulebook. Ongoing events stay until their discard condition is met.
