How many attacks can the crew make per combat round, and can one crew member attack twice?

The crew gets four combat action tokens (distributed by player count), so about four attacks before the enemy end-of-round phase. A crew member can hold at most 2 tokens, so at most two attacks per round; a token can be passed to another player for 1 command. In 1 to 2 player games the rulebook (p. 31) charges 1 command to use a crew member to attack.
