Do you always draw fate in a challenge, even if the result is certain or you would rather take the consequences?

Yes. Fate is drawn for every challenge, even with no crew, no chance of success or a foregone win; it is also how the ability deck cycles. You may voluntarily take the failure consequences, but you still draw fate. Drawn fate cards are discarded immediately after you read the number.
