When does a ship completed by Build Ships sail?
The rulebook says all bought cards are placed first and completed ships sail in step 5.

You first place all the cards you bought; any completed ships then sail on your Shakedown Cruise at the end of the turn. Buy and place pieces non-adjacent if you want a ship to wait.
