Can you build next to a broken window space, and does it restrict neighbors?
The rulebook says broken spaces add no restrictions; that they still count for adjacency comes from agreeing community posts.

Yes to building: it still counts as a filled space for adjacency. No restriction: a broken space adds no color or value restriction to neighbors, doesn't score for objectives and costs 1 point.
