How do I reuse the worker I put on the turn order track?

After the turn order is reorganized, the worker on the second space moves first, then the one on the first, each to a free action space requiring exactly one worker (no roubles or other workers combined), and performs it. The bottom track extension is always available. Workers or roubles gained from that action cannot be used afterwards, because worker placement is already over.
