Who takes a Starting Bonus card, and in what order?
The setup steps in the rulebook state the order and that the first player gets no card.

Everyone except the first player in turn order takes one: the 4th player picks first, then the 3rd, then the 2nd, and the first player gets none. Each card is used immediately and removed from the game. In a 2- or 3-player game the rulebook does not change this, so the same order applies (the later seats choose from all four cards) and the first player still gets none.
