How do locomotive upgrades and chains work?

A new locomotive goes on an empty slot or replaces a lower-numbered one. The displaced locomotive moves to another railroad that is empty or has a lower one, which can cascade, and the chain may stop wherever you like. You cannot swap in a lower number or rearrange locomotives outside such a chain. The Trans-Siberian holds two locomotives (their numbers add), the other railroads one. You can upgrade any lower locomotive, not only the lowest.
