What does the promo engineer Juri Dreigleisky do?

He replaces engineer #13 or is mixed in with the other B engineers, never with two engineers of the same number in play. When you use him, you may move up to 3 tracks one step each, and every step must be on a different railroad. The usual track-laying rules still apply.
