Not unless you can complete it: a public industry space must be fully usable when you choose it. Players disagree on edge cases, such as a factory your marker steps on, or a second marker, supplying the missing step. Some say it is fine if the move ends up completed; others only count the empty spaces visible beforehand. Take it only if you can finish without relying on a factory bonus.
