Emil only blocks spaces you could use: he skips a card if you lack the workers for that space or have not unlocked that rail colour, and takes two locomotives on the locomotive-and-factory space. The solo setup uses the 2-player board side and removes the second #1 locomotive, and since the turn order track is not used and Emil takes the first turn each round, players read the first-player space as unavailable to you.
