Can I take an action space I can't fully perform just to block other players?
The rulebook requires performing the action in its entirety.

No. A space on the board can only be chosen if you can perform all of it, so you cannot occupy it purely to deny it. This includes the engineer hiring space (you must pay the rouble) and public engineer spaces. Only your own engineers may be used partially.
