What are personal and general payouts, and when does general payout happen?

A personal payout affects only the player gaining it; a general payout affects every player. Both give every advantage from your current stock level down to the lowest. The general payout happens after the turn in which a player takes a steelworks, which comes with taking the last locomotive of a pile. A stock ? token moves you up one level, pays that level, then gives a personal payout; at the top level, further stock advancements give a personal payout.
