How should I make up the VP chip pool?
The Setup section sets the 12 VP per player pool; the designer and a community post confirm that making change is fine.

Use 12 VP per player, taken from the 1 and 5 VP chips, and set the 10 VP chips aside for the final round. The rulebook does not fix the mix of 1s and 5s, so any combination that totals the pool and lets you make change is fine.
