Can I select a phase when I have no other dice under it, or one I cannot use?
The rulebook states this plainly.

Yes. The die you place on the phase strip is your worker for that phase, so you get one task even with nothing beneath it. You may also pick a phase you cannot use, for example to make sure a power fires; the worker then returns to the cup.
