How do dealers act in the Deal phase?

Players act in turn order, and each player uses all of their dealers before the next player acts, one dealer at a time. A player can chain gains from one deal into another, such as opening a deal with one dealer, joining it with a second and opening another with a third. Opening a deal doesn't give an extra turn at the end of the order.
