Must I spend all my credits recruiting, and which dice do I pick if I can't afford them all?
The rulebook states this plainly.

You must recruit as many dice as you can pay for ($1 each) until the Citizenry is empty or you're out of credits; you can't hold credits back. If you can't afford them all, you choose which dice to recruit and the rest stay in the Citizenry.
