How does Terraforming Specialists work?

For each tile (development or world) you may spend $1 to complete it with one fewer worker. You still need cost-1 workers on it first, it can't take a cost below 1 (so 1-cost tiles get nothing and a 2-cost tile counts as a 1), and you can use it again on the next tile whenever you have $1 to spend. Extra workers carry on to the next tile one at a time.
