What can a talent counter stand in for?

It acts as a wild worker for arranging dice and reassigning, as a die for dice-count goals (such as Committed Workforce, Production Efficiency and Budget Surplus) and for 'remove a die' effects, and as a black die matching any world colour in Consume. It is not a die of any specific colour, so it can't be an Alien or Military die for powers or colour-specific goals, and it is not a VP chip for Galactic Renaissance. Each counter you hold at game end is worth 1 VP.
