If a die with a $ face selects or is assigned to a different phase, does its $ still apply?

No. A die counts as the phase it was assigned to, and its $ only applies when the task you performed matches that symbol. If it selected another phase, it goes to the Citizenry as normal. When the $ does apply, the die returns to the cup once the development is completed or the good is shipped.
