When does Alien Research Team's extra tile get drawn, and can Improved Reconnaissance use it?

The extra tile is drawn at the end of every Explore phase that occurs, even if you have no explorers. It isn't a Scout action, so Improved Reconnaissance can't put it on top of a stack; the developer ruled that against his own original intent.
