Can skulls get stuck in the Tower, and how do they come out?

Skulls drop randomly and bounce until they land behind a seal or fall through an opening; the Tower tracks no positions. Replacing every seal can trap them, so leave an open door on each level over time. A loose skull sitting behind an open door should be shaken out, and skulls can emerge from several sides when it rotates.
