Using Reinforce to move a Siege Tree is your Reinforce for the turn, so you cannot also take a building's effect in the same action, and you move only one tree token per Reinforce. A Siege Tree is not a building. When a burning event destroys a tree, relocate it to the nearest forest that hasn't been lost.
