If the Haggle die cancels my Reinforce, can I Reinforce again elsewhere, and do after-Reinforce effects trigger?
The designer said the action is cancelled altogether.

No to both. The Reinforce action is cancelled for the turn (unless an effect grants another), so you cannot retry at another building, and a cancelled Reinforce gives no after-Reinforce benefits. Any spirit you already paid to start it is not refunded.
