How does the Spymaster's Fortunate virtue work with Reinforce?

It gives a second, separate Reinforce action at the same building with its own Haggle roll and cost, and effects that trigger on Reinforce trigger twice. It cannot be used on Siege Trees, which are not buildings. If a corruption such as Uncertain ends your turn after the first Reinforce, the second never happens.
