Can doom skulls be cleansed, moved or removed, and what if the doom supply is empty?

No. Doom skulls cannot be moved, removed or cleansed by any effect, and a building with only doom skulls cannot be cleansed, though one with regular skulls can. No more Creeping Doom events should fire once all doom skulls are out, so ignore one if the app shows it.
