How does the Cenotaph work, and can I use a virtue from a hero who isn't in the game?

Pick a virtue tile belonging to a hero not in the game, remove one of your inactive tiles from the game and place the new tile active. If the virtue needs components your hero lacks, such as invocations for the Reverant Astromancer, it does nothing.
