Do the rank 3 and rank 4 guild effects stack, and can any hero upgrade any guild?

The rank 3 and 4 effects do not stack, so only the higher one applies. Any hero can upgrade any guild, including the neutral one in a game with fewer than four players. All four guilds are always used regardless of player count, including those in dormant kingdoms. Each guild's own three companions go in its guild board slots and are unlocked by whoever upgrades the guild.
