How do I raise a guild's rank, and can the Haggle die interfere?

Raising a guild's rank is a Reinforce action at the guild hall that costs 5 influence (not spirit), and you do not get the building's normal Reinforce effect. A Closed result on the Haggle die cancels that Reinforce, so you cannot raise the rank if it comes up.
