The Thieves Guild adds +2 spirit to treasure costs in its kingdom only while it is rank 1; raising it to rank 2 removes the penalty. The Arcane Scouts penalty applies only to the Move action, not to banner moves, teleports or potions. It stops you spending spirit to double movement, but a companion like Tomas who doubles movement for free is unaffected. Guild effects apply only to heroes in their kingdom.
