Can two players be tied for the lead at the end of a turn?
The designer said a tie can only occur with zero cards, which never counts as winning.

No. Ties are always broken by the single best qualifying card (number, then color), and no two cards are identical. The only true tie is when nobody has any qualifying card, which counts as no one winning. Playing into a tie is fine if you win the tiebreak.
