What limits what I can do with a 1?
The designer ruled on the target limit, the only-card protection and the winning requirement.

You can't take a player's only Palette card, since after playing the 1 your own Palette always has at least two cards. After playing, you can't target a player with fewer Palette cards than you. You must also still be able to be winning at the end of the turn; a 1 played just to hurt an opponent is illegal.
