Can I place a worker on a space whose cost I cannot pay (for example, with only 1 money for a 2-money space)?
The rulebook says that without the money or dice you cannot do the action.

No. The turn order is place, pay, then act, and the rulebook says that with no money or no suitable dice you cannot carry out an action that costs them. So pick a space you can afford.
