Can I look through the province tile stacks to see which tiles are coming?
Several players agree on how the stacks are meant to be read; no official ruling.

Most players say no. The stacks are face up so everyone can see the top tile's cost and buildings, not to browse further down. Many groups keep the stacks face down and flip only the top tile.
