Can I choose Consume: Trade if I have no goods or no consume powers?
The designer confirms the Trade bonus needs no consume power; that it is legal with no goods is an inference.

Yes. The action is always legal; if you have no goods the sale simply does nothing, and with a good but no consume powers you can still sell one. The designer commented that calling Trade without goods is a known gamble.
