Should takeovers alternate on and off between games?

The official rule is to alternate games with takeovers off and on (the first game of a session has takeovers off) unless the group or tournament says otherwise. Playing always on or always off is an adaptation, not the official default. The designer notes takeovers matter much more in larger games.
