Does specialized military count when attacking or defending in a takeover?

Yes for both. Specialized military counts when attacking or defending, and any temporary military being used also counts in a Settle-phase takeover. Temporary military does not count for New Galactic Order. A takeover of a Rebel world benefits from Rebel military on defense.
