Do my tableau powers work when another player chose the phase?
The rulebook states this in its "PLAYING THE GAME" section.

Yes. Every power in your tableau applies in a phase that occurs whoever picked it. Only the action card's bonus belongs to the choosing player, and Trade powers work only for a player who chose Consume: Trade.
